RGF Hong Kong Limited (Headquarters: Hong Kong; President: Takashi Kuzuhara), a wholly owned subsidiary of Recruit Holdings Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo; President and CEO: Masumi Minegishi) ("Recruit"), has acquired additional shares of Bó Lè Associates Group Limited ("Bó Lè"), Asia's largest executive search company. With this share acquisition, Bó Lè becomes a wholly owned subsidiary of RGF Hong Kong Limited. Details are provided below.

1. Purpose of the share acquisition

Recruit has been developing its services and operations with the aim of becoming the "No. 1 global integrated HR service provider," offering a full line-up of services (permanent placement including executive search and selection, staffing, and online HR) catered to both employers and job seekers globally and providing a wide variety of employment opportunities to users worldwide.

In 2007, Recruit launched its first international HR service, mainly for introducing job candidates to Japanese companies, under the RGF HR Agent brand. That brand has expanded and currently has operations in China, Hong Kong, Singapore, India, and Vietnam. On September 6, 2010, Recruit acquired 14.3% of the shares of Bó Lè, the largest executive search firm in Asia with offices in 11 cities in greater China along with 7 cities in Southeast Asia.

Recruit acquired the remaining shares of Bó Lè to strengthen its presence in Asia by combining Bó Lè's assets - large, experienced, and stable staff; deep client relationships covering both multinationals and major local conglomerates; leading market positions in key growth markets, including China, Vietnam, and Indonesia; and an extensive database of job seekers - with Recruit's own expertise in permanent placement and leading market position in Japan.

Bó Lè has 17 years of experience placing English-speaking and local-language-speaking staff with multinational companies. A wide range of services are provided, including executive search for senior management under the Bó Lè brand and selection services for middle and junior managers to regular staff under the BRecruit brand.

By bringing together the assets of Bó Lè and the extensive know-how of the Recruit Group, Recruit aims to provide high-quality placement services in tune with the needs of both clients and job seekers. In that way, we hope to bring the message of "Meet Your Opportunity" to as many people as possible.

The Recruit scandal presented us with the opportunity to establish our current management philosophy.
Here, we would like to explain how the Recruit scandal was perceived within our company at the time and how it has become today.

Proposal for the new Recruit

While the Recruit scandal was reported day and night as the top news story, we strove to regain public confidence from our customers and society and in an attempt to re-invent ourselves as a company, presented a "proposal for the new Recruit" in December 1988. This involved a wide-ranging call for proposals from our employees and conducting such work on a company-wide basis.

This effort reflected the desire not to simply wait in the belief that "the management will correct the situation" but to get each employee to stand for, think, suggest and act as those involved, create opportunities to form the new Recruit, amid the harsh reality faced due to the Recruit scandal. All proposals were welcomed, including those concerning new business or business enhancement, provided it was positive. The "Proposal for the new Recruit" represented a key opportunity for employees to consider and discuss how Recruit should be on their own initiative.

Later, in the company-wide managerial meeting in 1989, it was decided to join forces and establish a new Recruit. We reaffirmed our commitment to "remain strongly aware of our social existence". Also, in the process of building the new Recruit, the desire to build confidence and develop new businesses was shared through the house journal, discussions and so on at the time.

The contents of the "proposal for the new Recruit" on this occasion have been inherited to date as a cornerstone of the management philosophy and code of ethics of Recruit.

The Recruit scandal presented us with the opportunity to establish our current management philosophy.
Here, we would like to explain how the Recruit scandal was perceived within our company at the time and how it has become today.

What is the 'Recruit scandal' ?

The "Recruit scandal" originated when it was revealed that the unlisted shares of Recruit Cosmos, an affiliated Recruit Group company at the time, had been transferred to the deputy mayor of Kawasaki City on June 18, 1988. The Tokyo District Public Prosecutors' Office prosecuted a total of 12 people, including 8 bribe takers via 4 channels (Ministry of Labor, Ministry of Education, political world and NTT) and 4 bribe offerers, all of whom were found guilty. Subsequently, on March 4, 2003, with the conviction given to our founder, the curtain came down on the long Recruit scandal trial.

We deeply accepted the serious fact that we had "caused inconvenience to society" in the Recruit scandal.
On reflecting on this Recruit scandal, we reviewed how we should interact with society and regarded it as an opportunity to start what we now term "enhancement of our compliance structure as a company", including the establishment of the management philosophy, establishment of a code of ethics, development of internal rules and so on.

Establishment of the management philosophy(as of 1989)

Above all, efforts to drastically revise the type of company we operate and our relationship maintained with society in the wake of the Recruit scandal led to a "management philosophy" which describes the social significance, purpose and trajectory for the future management of the Recruit company itself.

It was 1968 when the company creed was established in Recruit for the first time. Almost 20 years after its establishment, it was then revised as the "management philosophy".
The management philosophy consists of the "corporate philosophy" and "three management principles" and in June 1989, the year after the Recruit scandal, following a year or so of debate, it was established and announced with the following contents:

Corporate Philosophy(as of 1989)

By continuously working toward harmony with society
And creating new, exciting information value,
We are determined to help establish a free, dynamic human community

Three Management Principles(as of 1989)

Creation of New Value
Respect for All Individuals
Contributions to Society

Throughout the Recruit scandal, we may have lacked the perspective to view issues from the third person standpoint and take a step back to consider how our corporate attitude and business activities were seen by society. We may have lacked awareness of the fact that a company is actually a public organ of society. We repeated such discussions.
Before the Recruit scandal, the key "three managerial principles", namely the "quest for commercial rationality", "contribution to society" and "respect for individuals" were established as the company creed.
Although a "quest for commercial rationality" is crucial to the existence of the company, after reflecting on why we are needed in society and how we can contribute to it, and after experiencing the Recruit scandal, we concluded on the following aim, namely to engage in "contribution by creating new information value"

Putting ourselves in the shoes of individual life design, we pursue the "enrichment of people's hearts" and present new values to society. Moreover, we always move hand-in-hand with society. We would like to remain a warm and attractive company.
The management philosophy created with the Recruit scandal, even now more than 2 decades on, which was reinforced by a subsequent code of ethics, indicates the direction, purpose and meaning of our existence and the management adopted by Recruit as a company.

At the Recruit Works Institute, a research institute into people and organizations belonging to Recruit Holdings Co.,Ltd. (Headquarters: Chiyoda-ku, Tokyo; President and CEO：Masumi Minegishi ), as the world's unique attempt of its kind, we have conducted a survey on the actual situation on finding employment and changing jobs for university graduates in their 20s and 30s in 13 countries worldwide, including 8 countries in Asia. In this report, we focus on Asia, and report on the survey results for China, Korea, India, Thailand, Malaysia, Indonesia, Vietnam and Japan.

Our Survey

The world's unique survey to make possible multicountry comparisons of the actual employment situation of young people in Asia.

Until now, there has been no data available which makes comparisons possible, so that the actual situation of finding employment and changing jobs for young people in Asia has not been clear. At the Recruit Works Institute, we have collected basic information relating to the actual employment situation of young people in Asia and conducted a multi-national survey in order to clarify the common features and differences relating to Asia. The targets of our survey were China, Korea, India, Thailand, Malaysia, Indonesia, Vietnam and Japan. Moreover, to confirm the relative position of Asia, we also conducted a survey of the USA, Brazil, Germany, Russia and Australia.

We clarify the actual situation on finding employment and changing jobs for employed university graduates in their 20s and 30s working in urban areas.

Even if statistical figures exist for a particular country, if the domestic situation of that country is rich in diversity, it may be the case that any "average values" for that country will not have much meaning. In other words, it is important to know who the data is on, and to focus the survey accordingly. This survey was conducted to target university graduates in their 20s and 30s working in urban areas: the people shouldering the development of the economies of their respective countries. Furthermore, in this report we limit our analysis to people in employment.

A survey designed and conducted by the Recruit Works Institute, which has a strong record of conducting research into employment of young people in Japan.

The Recruit Works Institute belongs to Recruit Holdings Co.,Ltd., which operates human resource businesses mainly in Japan, and conducts research into people and organizations. We have a strong record of conducting research into employment of young people in Japan, and designed and conducted this survey with an expanded perspective to include other Asian countries.

Summary of Key Results

In terms of the channel of finding their first job, a large proportion of respondents in India, China, Korea said that it was "University," while in Japan and Malaysia a large proportion used a "Job search website or publication." In Vietnam and Indonesia a large proportion were "Introduced by family or an acquaintance."

The number of times of changing job was most in Indonesia at 1.64 changes, followed by Malaysia at 1.59 changes, then Thailand at 1.54 changes, etc.

The reason for leaving first job in all countries except for Japan was "Dissatisfied with salary," or "Dissatisfied with working conditions, place of assignment, etc."

The proportion of respondents who said that their annual income had "Increased" after changing job was highest in China at 83.7%, followed by Indonesia at 78.3%, then India at 75.9% etc.
